The State Housing Law in California is essentially the state’s building code. Local
building inspectors are responsible for enforcing these building codes. They conduct inspections
at construction sites to ensure compliance with the building codes and sign off on projects that
meet the standards. Local governments (city or county) have the authority to set their own
building codes, and if they don’t, they defer to the State Housing Law. Local codes can also be
more stringent than state codes, in which case the stricter code prevails.
